Find Wilmington Court Records

A Wilmington court record search begins with one key question: is it a parking ticket or a court case? Wilmington runs no municipal trial court of its own. State traffic, criminal, and civil matters filed in the city land in the New Hanover County District or Superior Court, while the City handles parking citations through its own administrative process. So the split matters. Court cases and hearings show up on the statewide Portal docket. City parking tickets live in the City Citation Portal with a separate appeal route. The Clerk of Superior Court keeps the official file for anything that is truly a court matter.

Wilmington Parking Citation Portal

The City-authorized Wilmington Citation Portal asks you to pick one of three search types: Citation Number, License Plate, or Vehicle Identification Number. Every search needs a term. License-plate queries also require choosing a State. No login appears on the open interface. Keep in mind that a result here is a City parking citation, not a court Case Summary from a docket.

The City-authorized Wilmington Citation Portal hosts the parking-citation search interface that follows. It has no role in finding a state criminal case or a court hearing.

Wilmington court records city parking citation search

That city lookup is worth seeing because it runs on an administrative track. A parking citation there never becomes part of a Wilmington court docket. State cases take a different road entirely.

Inside the Wilmington Municipal Court

There is no Wilmington Municipal Court. The name sounds official, but it names nothing you can call. A state-law traffic or criminal citation written in Wilmington belongs to the New Hanover County District Court system, where the Clerk of Superior Court keeps the public file and the state Portal posts the Case Summary when a matter is public.

Wilmington does run its own parking program. The City reports more than 2,600 on-street metered spaces and 3,346 off-street public spaces spread across six decks and two lots. Those figures describe parking operations, not a court calendar or any local caseload. A City parking entry stays in the city system. It does not become a New Hanover District Court case just because it happened inside Wilmington.

Wilmington Cases Use State Court

Wilmington police matters charged as state citations follow the New Hanover state-court route. Portal Smart Search returns the public Case Summary. Portal Search Hearings shows a current setting. For a certified document, go to the Clerk of Superior Court. The case itself may sit in District Court for an infraction or misdemeanor, or in Superior Court for a felony or a higher-value civil matter. Wilmington is the county seat, but that status creates no separate trial-court database.

A federal case follows its own track. The federal Wilmington office uses PACER and CM/ECF rather than the state Portal. It belongs to the Eastern District of North Carolina. That keeps it apart from any City record or New Hanover state-court docket. The federal Wilmington location page lays out that separate channel.

Wilmington court records federal court location

The federal location page confirms the point plainly. A federal docket stands apart from both City parking administration and the New Hanover state-court record. Three systems, three doors.

Finding Wilmington Court Dates

A Wilmington state-court date lives in the New Hanover Portal case record or in Portal Search Hearings. It never shows up on a city parking result. Choose New Hanover as the Location. Then search by case number or another supported type within a current date range. Settings can shift, so check again before any appearance. When a hearing date is close or unclear, confirm with the Clerk of Superior Court. The courtroom itself can also confirm it.

Wilmington Citation Is Not Portal

The two portals differ in who runs them and what they search. Their legal meaning differs too. The City portal finds an administrative parking citation by citation or vehicle details. The eCourts Portal finds an eligible public court case. It searches by party, case, citation, or another court search criterion. A City parking result is not a state court Case Summary. The Portal is likewise a poor tool for a municipal parking invoice.

For parking questions, the City's Parking page points to Park Wilmington at 11 North Second Street. Mail goes to PO Box 1655, Wilmington, NC 28402, or call (910) 762-5678. Court questions belong with the New Hanover Clerk at (910) 772-6600. Keeping those contacts straight stops a mix-up. It keeps a parking fee or appeal deadline from being mistaken for a court cost or setting. Wilmington parking administration lists the official City channels.

Wilmington court records city parking administration

The City parking image sits with the administrative explanation, not the state-court hearing search.

Wilmington Traffic Ticket Lookups

A traffic ticket written by Wilmington police is a state-law matter, so it runs through New Hanover District Court. Pull it up in Portal Smart Search by citation number, or pick Citation Number in the advanced filter. Need the court date instead? Search Hearings with New Hanover selected, or open the Case Summary. Administrative Traffic Court sits in Room 317 at 316 Princess Street and takes eligible infraction and minor traffic pleas, though no trials happen there.

A City parking ticket is different. City rules govern it. The citation portal result is the record that matters, not a state docket. For the county-wide split between case records, court dates, payment eligibility, and clerk copies, see New Hanover traffic court records.

Wilmington Parking Appeal Clock

City parking citations run on their own administrative clock. The City requires an appeal within 20 days, and a $15 late fee kicks in after that window. Illustrative fines include $20 for an expired meter. A residential-permit violation runs $40, a fire lane $50, $100 near a hydrant, and $250 for an accessible-parking citation. Those are City parking examples, not state court fines or docket outcomes.

Let three City citations sit unpaid past 90 days. Consequences follow: a boot, a $50 boot-removal fee, and a possible tow after 24 hours. That is an administrative parking action. It creates no District Court criminal record and no Portal court hearing. Read the citation and City notice to learn which route applies to you.

One caution. A City appeal deadline is never the deadline for a state court appearance; confirm that date from the citation and court record itself.

How Wilmington Cases Reach the County

No municipal trial court handles Wilmington state matters. A misdemeanor or traffic infraction starts as a New Hanover District Court case. Felonies and civil actions above the statutory threshold go to Superior Court. The Clerk of Superior Court keeps the local files for both divisions. Public matters appear in Portal. City administrative parking citations stay with the City. The governing process could turn them into something else.

Wilmington Clerk Copy Route

Need a certified copy of a Wilmington court record? The New Hanover Clerk of Superior Court is the office to contact. Start by finding the case number and document date in the Case Summary. Then call, visit, or mail a focused request to the clerk at 316 Princess Street, Wilmington, NC 28401. Mail goes to PO Box 2023, Wilmington, NC 28402. The main number is (910) 772-6600.

Copy fees are set statewide. Preparation costs $2.00 for the first page of each document. Each additional page or fraction runs $0.25. A certificate under seal runs $3.00, and exemplification is $10.00. Ask the clerk whether your certified copy carries combined charges, because a Portal screen or public download is not a certified court record.

North Carolina court-record guidance covers two paths. It walks through both the clerk path and the public terminal path for court files.

Census QuickFacts for Wilmington publishes the local population figures that give the city its context.

Wilmington court records city population context

Wilmington is the county seat, which is why one local courthouse route serves the whole area. That shared route does not create a City trial-court clerk, though. City and state records remain separate.

Wilmington Record Route Grid

Wilmington notices can look nearly identical while pointing at different offices. What identifies the right record route is the issuing agency, the citation wording, and the outcome requested. A City parking citation, a state traffic case, and a federal case share no single search screen. They share no single clerk either. The table separates the documented Wilmington paths. A reader can start with the office that holds the record, instead of a name search built for a different purpose.

For a Wilmington state-court matter, check the New Hanover Portal first. Use the case number or citation. Then bring that reference to the Wilmington courthouse clerk channel for an official record. A City parking matter works the other way. Keep the City citation number inside the City process. Both systems may touch the same vehicle or event in Wilmington. They stay separate administrative and court records.

Who Can See Wilmington Court Records

Public New Hanover court records are open through Portal and the clerk. North Carolina access law governs that access. G.S. 7A-109 requires clerks to keep records, files, dockets, and indexes open for public inspection. A law can block access. That rule covers the state court file, not a City parking portal. Sealed and confidential records, including many juvenile and child-welfare matters, never become public through a Wilmington name search.

Access rules:

G.S. 7A-109 covers clerk-maintained court records and public inspection unless access is prohibited.

G.S. 132-6.2 allows public-record inspection without a fee and permits lawful copy charges.

G.S. 7B-3000 restricts juvenile delinquency and undisciplined records.

Wilmington City Hall Is Not Court

Wilmington City Hall handles parking administration, and Park Wilmington does too. Neither one is a courtroom or a clerk counter. You cannot pick up a certified state-court record there. For a public court docket in New Hanover County, use Portal. You can also use the courthouse terminal or kiosk. The Clerk of Superior Court works as well. A City parking citation is different. It belongs in the City Citation Portal. The City’s own administrative channels handle it too.

Why the split matters: a case can start with a Wilmington police citation. It still needs state-court confirmation on the court docket. A parking invoice follows the City’s process instead. The two are separate systems. Neither one is a full record of the other.

The Fourth Circuit’s official site shows the federal appeals court, yet another layer apart. It is not an administrative appeal channel for a City parking ticket.

Wilmington court records federal appellate court distinction

The federal appeals court, the New Hanover County state courts, and the City’s parking system each keep their own dockets and records. They do not share a file or a counter.
